PDF to Excel for Construction: Convert Pay Applications, Bid Tabs, and Job Cost Reports
Pay apps, schedules of values, sub invoices, and job cost reports all arrive as PDFs, and none of them add up until someone retypes them. PDFXLSX reads the line items straight out of the PDF and hands back clean Excel in seconds, with every scheduled value and stored materials figure kept numeric so the columns foot. Drop a pay app on the right to see it work.

The short answer
To convert a construction PDF to Excel, upload the pay application, bid tab, or job cost report to a converter that detects the line item table and exports a spreadsheet, instead of retyping cost codes and dollar amounts. You get one row per line item with scheduled value, work completed, stored materials, and retainage kept numeric, so the pay app columns foot and the balance to finish calculates on its own. The same conversion handles AIA G702 and G703 forms, subcontractor invoices, certified payroll, change order logs, and monthly job cost reports exported from Sage, Procore, or Foundation.

Why construction teams convert PDFs to Excel
Construction runs on line items. A schedule of values breaks the contract into pieces, every pay application bills against those pieces, and every month the job cost report says whether the pieces are still worth what you thought. All three of those documents move around as PDFs, because that is what a signed pay app and an accounting export look like once they leave the system that produced them.
The trouble starts the moment you need to do arithmetic on them. A project accountant reviewing eight subcontractor pay apps has eight PDFs and no way to total the retainage across the job. An estimator comparing five bids has five PDFs with different line item names and no way to line them up. So someone retypes, and a transposed digit in a scheduled value is the kind of error that shows up two months later in a billing dispute.
Converting first removes the retyping. The engine reads the line item rows, keeps scheduled values and completed amounts as real numbers, and hands back a sheet where the columns already add. From there you can sum retainage across every sub, sort bid line items to compare apples to apples, or paste a job cost export into the model you already use. Try it on a real pay app at the top of the page.
| Item | Description | Scheduled | This period |
|---|---|---|---|
| 03100 | Concrete forms | 148,000.00 | 22,200.00 |
| 05120 | Structural steel | 612,500.00 | 91,875.00 |
| 09250 | Gypsum board | 87,400.00 | 0.00 |
| 15400 | Plumbing rough in | 204,300.00 | 40,860.00 |
| 16100 | Electrical | 331,750.00 | 33,175.00 |
Scheduled values and current billings stay numeric, so the columns total, the percent complete is one formula, and the balance to finish falls out of the sheet.
Construction documents you can convert
The PDFs that pile up in a project office every month, and what you get back in Excel.
| Source PDF | What you do with it | In Excel you get |
|---|---|---|
| AIA pay applications (G702 and G703) | Reviewing sub billings, building the owner pay app | One row per line item with scheduled value and retainage |
| Schedules of values | Setting up billing, checking the total ties to contract | Cost coded line items that sum to the contract amount |
| Bid tabs and subcontractor quotes | Leveling bids, scope comparison, buyout | Comparable line items in columns instead of five PDFs |
| Job cost and WIP reports | Cost to complete, over and under billings, forecasting | Cost code rows with budget, actual, and committed columns |
| Subcontractor invoices and lien waivers | Accounts payable, waiver tracking before release | Invoice lines you can match against the commitment |
| Certified payroll (WH-347) | Prevailing wage compliance on public work | Worker and hours rows you can check by classification |
| Change order and submittal logs | Tracking pending costs and approval status | Log rows you can filter by status and total by trade |

Built for the way project teams work
What matters when the numbers drive a draw, a buyout, or a monthly forecast.
Pay app columns that foot
Scheduled value, previous billings, this period, and stored materials export as real values, so total completed adds up and your editable Excel reconciles without cleanup first.
Signed and scanned paperwork
Pay apps come back signed, notarized, and scanned from a field printer. Built-in OCR reads image-only PDFs, so the continuation sheet still lands in a usable grid.
Every sub in one pass
A billing cycle means a dozen pay apps in a dozen layouts. The batch converter takes them together, so reviewing the draw is one upload rather than a morning.
Feeds Sage, Procore, or your model
Export XLSX for the project file or CSV when your accounting system or project management platform wants a flat import file.
Contract data stays private
Bids, buyout numbers, and payroll carry information you do not want loose. Uploads are encrypted in transit and at rest, processed in isolation, and deleted automatically once the spreadsheet is ready.
Fast enough for the billing deadline
Pay apps are due on a date the contract picked, not a date that suits you. A continuation sheet converts in seconds instead of the half hour it takes to retype, which is the difference between reviewing a draw and rubber stamping it.
How to convert a pay application to Excel
Three steps, no software to install.
Upload the PDF
Drag one continuation sheet, or every sub pay app for the billing cycle, into the box at the top of this page. Digital and scanned PDFs up to 50MB are supported.
It reads the line items
The engine finds the rows and columns across every page, applies OCR to scanned sheets, and keeps cost codes, dates, and dollar amounts in formats Excel understands.
Download and check the math
Download a clean XLSX or CSV, then re-run the G703 column math and total retainage across the job.
Who this helps
Anyone whose next task starts with a PDF from the field, an architect, or an accounting system, and ends in a spreadsheet an owner or a lender will read.
-
Project accountants and controllers at general contractors reviewing sub billings and rolling them into the owner pay application.
-
Estimators and preconstruction teams leveling subcontractor bids that arrive in five different formats before buyout.
-
Subcontractors and specialty trades tracking what has been billed, what is held in retainage, and what is left to finish on each job.
-
Owners reps, developers, and lenders checking a draw request against the schedule of values before funds are released. The real estate workflow covers the property side.
From pay app to draw package
Convert every subcontractor continuation sheet, stack the line items in one sheet with a trade column, then total work completed and retainage by cost code. Because the amounts stay numeric, the roll up is a formula rather than a rebuild, and every figure still traces back to the signed PDF the sub submitted.

Construction questions
Upload the PDF to the converter at the top of this page and download an Excel file in seconds. The engine detects the G703 continuation sheet table, carries it across every page, applies OCR if the sheet was signed and scanned, and keeps the dollar columns numeric. You get one row per line item, ready to total and check against the G702 summary. The full walkthrough covers what each column should equal.
Yes. Convert each quote, then paste the line items into one sheet with a bidder column so you can level them side by side. Trades describe scope differently, so map the line items to your own cost codes first and note the exclusions, because the cheapest number on the page is usually the one missing scope. The guide on comparing vendor quotes in Excel walks through the setup.
Yes. Built-in OCR reads image-only PDFs, so a signed and scanned continuation sheet, a faxed lien waiver, or a certified payroll form still converts to a clean grid. Clear scans read best, so ask the sub for the native file when one exists. Whatever the source, spot-check the largest line items against the PDF before the numbers go into a draw.
Yes. Job cost and WIP reports printed to PDF convert back to cost code rows with budget, committed, actual, and cost to complete in their own numeric columns. That matters when the report you can export does not match the format your forecast model expects, which is the usual reason those numbers get retyped every month.
Yes. Every column on the continuation sheet converts, including materials presently stored and the retainage column when the contract uses line item retainage. They come across as numbers rather than text, so you can total retainage across the whole job in one formula and see exactly what is being held before release.
